I've recently had to work with a few PST's that had to be merged. It's a painful process to be done by hand, but it's possible. I purchased the program "Upstart" from Pete Maclean. Pete's been writing software for a number of years and his Upstart program has to be one of the best and easiest I've ever used.
Thsi program will perform merges, convert ANSI PST's to Unicode PST's, and change compression. It also includes some de-duping, which is nice if you have to work with multiple archived PSTs.
